The report doesn't read, "he'll play, if he's healthy", it specifically states, if he earns it. That should tell you a lot. It means the Dolphins are less concerned with Tua's health and more concerned with him picking up Chan Gailey's offense. Their confidence level must be pretty high to make a statement like that.
